I. THE PROBLEM WITH A BILL OF RIGHTSWe are becoming increasingly conscious of restrictions on human freedoms brought about by legislation and regulation. Many 'experts' are suggesting that the solution to this problem is an entrenched bill of rights. But such a 'solution' is far from the correct one.
